Yes? If the third largest country in the world is not involved, it would be rather hard to call it a "world war." Until Hitler started looking towards Japan (a country that had existed under a political system near identical to what we now call fascism for centuries at various points in its history, and had similar imperial ambitions in Asia to what Hitler did in Europe) the war was really only fought in Europe--and European wars had been going for centuries by that point.
